ALLPARTS LT-4267-000 Sperzel #36 Drill and Guide for Tuning Keys - 

Sperzel drill fixture for drilling headstock holes to accommodate the pin on the back of Sperzel tuning keys. Made of anodized aluminum. One #36 drill bit also included.

Instructions: Place drill fixture in hole of headstock for tuning machine. Line up the straight edge of the fixture to be straight with the edge of the headstock, or in line with each other. Using a threaded bushing, screw this onto drill fixture to hold it in place while drilling pin hole. Remove and repeat for each tuner.
